The meeting was called to order at
7:40 p.m. by Bill Cook.
All board members were present. Linda
Rule was
absent.
Minutes: The minutes of the previous board meeting on
May 16, 2002, were reviewed, accepted with corrections, and
submitted to Peter Blondin for posting to the Cluster’s
website.
Old
Business:
- Paving and numbering of driveway complete. Waiting
on Linda Rule to update status of low spots and concrete
work.
- Discussed Design Review Board notice that Jim
Naughton signed at the last meeting. On page 25 of the R.A.
Cluster Handbook it is clearly stated that such a signature
is simply indicating that a member of the board is aware of
the application. The board is in agreement with Jim that the
board signs these notices as acknowledgement that it has been
received and is making NO statement as to the approval or
disapproval of such notices. Individuals or groups have the
right to challenge any notice by filing with the R.D.R.B. as
an affected party. Page 25 clearly states that the DRB’s
job is to approve or disapprove projects based on the
board’s evaluation of it.
New
Business:
- Bill Cook is meeting with Bea McIntyre of the Reston
Association to discuss the enforcement of exterior property
clean up.
- Janice Esser reviewed the status of the treasury
including previous years funding of the budgetThe board
discussed the state of dues delinquency in the cluster and
will initiate action on delinquent owners.
- Bill cook discussed the D.R.B. meeting he attended
about the Montessori school proposal. The D.R.B. will hold a
second meeting on this issue on Aug. 19. Bill will represent
the cluster on behalf of the board. Jim Naughton and Mary
Medlin will distribute flyers to the cluster to encourage
attendance at the Aug. 19 meeting so individuals in Lakewinds
II can express their own opinions.
- The board expresses its thanks and deep appreciation
to Jim Berry for his years of service and assistance. We hope
we speak for the entire cluster in saying that Jim, Pris, and
Lasher will be sorely missed.
Thanks Jim!
- Tom Mulkerin has volunteered to take Jim’s place.

Thursday, 23 Oct. 2003 7:30 pm at Tom Mulkerin’s home.
