The meeting was called to order at 7:38p.m. by Bill Cook.  All board members were present. Marge and Bob McCausland, Leon Bernal and Sheila Finan were present.

Minutes:  The minutes of the previous board meeting on Nov 3, 2003, were reviewed, accepted and will be submitted to Peter Blondin for posting to the Cluster’s website www.lakewindscluster.org.

Special Issue: Leon Bernal, the McCauslands and Sheila Finan were present and discussed each person’s

                        position on Mr. Bernal’s drainage problem. The board has recommended the following:

                        Leon Bernal will continue to talk to contractors about his drainage problems and keep the

                        board informed on what he learns;

                        Jim Naughton will distribute a survey door to door to poll the owners on any drainage

                        Problems for information purposes.

Old Business: 

1. Paving update: For asphalt to set properly the temperature has to be above 50 degrees for several days therefore the paving will probably not be completed until the early spring.
2.  Delinquent dues: The board has filed a lien against owner(s) who are significantly in arrears on their dues. The board will continue to pursue options to collect these dues.
3. Exterior maintenance: the board has agreed to censure owners who do not maintain their grounds and physical property exterior. The board will send a letter of warning to owners and, if compliance is not forthcoming, will file a formal complaint with the Reston Assn. against the offending party. No action has yet been taken.

New Business: 

1. The board has approved a latticework guideline for the cluster subject to final wording and will submit it to the DRB as soon as possible.
2. The board authorized expenditures to see that new owners get complete and accurate exterior guidelines. No action has been taken.
3. The board has approved the creation of a DRB bulletin board on the cluster web site. It will list what DRB applications the board has received. Mary Medlin will work with Pete Blondin on this. Mary is in touch with Pete on this.
4. The board is discussing the viability of transferring some monies from grounds maintenance to structural maintenance. This would allow more of the carports to be refurbished sooner. No action taken.
