The meeting was called to order at 7:40 p.m. by Bill Cook.  All board members and the Grounds Manager were present. Marg McCausland and Leon Bernal had asked to attend but were not present.

 

Minutes:  The minutes of the previous board meeting on Aug 14, 2003, were reviewed, accepted with corrections, and will be submitted to Peter Blondin for posting to the Cluster’s website www.lakewindscluster.org.

 

Old Business: 

  1. Paving update: The concrete has been back ordered. Repairs of several areas in the asphalt where the rain accumulates should begin Thursday or Friday. The first step is to raise the concrete sidewalk edge, followed by re-asphalting of those areas some time after that. Jim Naughton will put notices on the mail-boxes to inform owners to move their cars. After the concrete repair is completed and the asphalt re-laid in those areas, final striping and stenciling will be scheduled as necessary.  Owners are asked to check for notices at their mailboxes. The concrete repair will cost $4000 to $5000 over the budgeted cost of repaving since the additional concrete work was not part of the original bid. There is no additional cost to the cluster for the redoing of the asphalt surfaces.
  2. Delinquent dues: The board has filed a lien against owner(s) who are significantly in arrears on their dues. The board will continue to pursue options to collect these dues.
  3. Exterior maintenance: the board has agreed to censure owners who do not maintain their grounds and physical property exterior. The board will send a letter of warning to owners and, if compliance is not forthcoming, will file a formal complaint with the Reston Assn. against the offending party.
  4. Montessori school update: The RDRB has approved the plans for the Montesori school on Ridge Heights Rd.

 

New Business: 

 

  1. The notice to be posted on the mailboxes for the concrete work also details dates for leaf removal by Genesis.
  2. The new snow removal contract has been approved and signed.
  3. The board has begun work on a latticework guideline for the cluster.
  4. An acceptable Butternut color has been custom-created by Duron in Herndon so that owners who would like to stain the wood walking surfaces of their decks with something more durable than the siding formulation of Butternut can do. Owners should ask for the deck surface stain in butternut. The formula for that stain is: Maxwood Solid Deck and Siding, c-6y, b-y40, f-44, w-3y16(note: this formula is only approved for our decks: siding formulation is also on file).The paint formula for the Butternut color has been corrected and is on file at the Duron store in Herndon.
  5. The board authorized expenditures to see that new owners get complete and accurate exterior guidelines.
  6. The board has approved the creation of a DRB bulletin board on the cluster web site. It will list what DRB applications the board has received. Mary Medlin will work with Pete Blondin on this.
  7. The board has signed as acknowledgement of a DRB application by Helen Romm at 2035 Lakewinds to remove a tree.
  8. The board is discussing the viability of transferring some monies from grounds maintenance to structural maintenance. This would allow more of the carports to be refurbished sooner.
  9. The board reviewed a letter from new Lakewinds owner Leon Bernal who expressed concern that the grading and other related issues in areas adjacent to his property were having an adverse effect on the water drainage on his property. Bill Cook agreed to review the site so that he would have a better understanding of the situation referenced in the letter. Bill will contact Leon Bernal to follow up.
