Charlie Russell called the meeting to order at 8:06. All board members and groundskeeper Linda Rule were present. 20 households were represented.

 

Charlie Russell welcomed those in attendance and introduced the board members and the groundskeeper. New owners were asked to introduce themselves.

 

Old Business:

 

  1. Dale Seastrom discussed the updates to the cluster directory. New owners should send their telephone and email information to Kim Seastrom at Seastrom@aol.com
  2. Janice Esser presented the Treasurer’s report. She reviewed the expenditures, the state of the reserve fund and said the dues should be left at $1400/year. Handouts for the Treasurer’s report included the budget for 2004-2005, the proposed Budget for 2005-2006, a cash flow report for 7/1/04 through 5/23/05 and the estimated year end balance of the Reserve account as of 5/23/05. Owners interested in obtaining a copy of this information should call a board member.  A homeowner asked if there was a statement of accounts receivable. There was not but it will be included in the future.
  3. Linda Rule gave the grounds report. The cluster is now 27 years old and, as a result, there are several capital improvement projects that have been undertaken. These include repaving the streets and  power washing the dock and stairs. The board has been looking at replacement mailboxes that are like the ones we presently have. The deck stain formula has been updated and approved and is available at the Duron paint store in Herndon. Please remember that other stores may say they can duplicate the Duron formula but it will invariably not look right and will yellow. Landscaping is now in a refurbishing and replacement mode. Several trees were removed or pruned this year so only emergency pruning is planned for this year. The cluster will put down geese repellent on the cluster property. Owners who have geese nest on their property may call the Reston Association to come out and addle the eggs.  Projects for 2006 are to replace trees, additional landscaping, sealing the blacktop, restaining and restenciling the parking places, painting the carports and adding gutters to the street side of the carports. Linda is also looking at synthetic materials which may be suitable to replace the wood decking.Linda introduced Leon Bernal who presented a synthetic siding which he wishes to use on his home to replace the cedar plank siding. The name is “Hardiplank”. It is made of sawdust and cement, does not warp, has a wood grain texture, nails like boards, has a 50 year warranty and can be stained. The cost is also less than half the cedar planks and a third less expensive than the synthetic cedar shakes. Linda may be recommending low accent lighting at the entrance to the cluster in 2007. HOMEOWNERS PLEASE NOTE: the board has passed a resolution requiring all homes to be painted with the new exterior colors by the end of 2005.  A question was raised about the condition of the sidewalks in the cluster. Linda explained that that sort of concrete work is very expensive and is not up for consideration in the grounds budget for the foreseeable future.  Finally, Linda reminded everyone that we live in a very close environment and to please be considerate of noise or other acts that may be annoying to neighbors.
  4. Norman Krasnegor had suggested a mirror at the entrance to Lakewinds to aid drivers in seeing traffic oncoming from the left. The fire lane in that area has been moved 20 feet farther down Ridge Heights. The Krasnegors were concerned enough and kind enough to bring their research on traffic mirrors and present it to everyone. The new board will continue the Krasnegors effort in this regard and the board appreciates their interest and work.

New Business:

 

  1. The election of new board members was held. Two places were up for election; one is a three year term to replace outgoing board member Janice Esser and one is a two year term to replace Dale Seastrom who is leaving the board for personal reasons. Secretary Mary Medlin introduced Bob Hanlon and John Newcomb as candidates for the two positions. As there were only two candidates for two positions, there was a motion from the floor to elect them by affirmation which occurred.

The general meeting was adjourned at 8:54pm.

Immediately following the general meeting the new board met and elected officers. The new board is as follows:
