Meeting called to order at 7:40 p.m. by Charlie
Russell. All board members and Linda Rule were present.
Minutes: The minutes of the previous board meeting on September 10,
2004, were reviewed, accepted with corrections, and submitted to Peter Blondin
for posting to the Cluster’s website.
Old
Business:
- Grounds Report: A) The curb striping was not done correctly by the
contractor and will be redone at no cost to the cluster. B) Mary Medlin
asked that Linda look at the asphalt at the mailboxes in front of 11230 as
it has broken and bubbled up. Linda will check it. C) Care of Trees will
prune trees in the cluster in the next two weeks. D) The snow removal
contract was approved and signed. E) The board asked Linda to report on the
optimal schedule and the cost for the geese deterrent chemicals that were
applied on cluster property. F) The remaining carports will not be done
until spring. G) The docks will need to be power washed but no date is set.
- Charlie Russell reported that Judy Newcomb agreed to be chair of
the Entertainment Committee.
- Charlie Russell reviewed the Virginia laws covering clusters. The
board agrees that everything RA does binds us to do the same so Jim Naughton
may tape board meetings. To protect the names of cluster residents, the
board will invoke an executive session allowing the board to deal with
important issues and discuss residents by name. Executive sessions will not
be taped.
- The cluster board is continuing to aggressively pursue owners who
do not comply with the guidelines for exterior maintenance and appearance.
New
Business:
- The board is considering setting a date for all residents to comply
with the new exterior paint color.
- Treasury Report: A) Check signing authority has been transferred
from the past president to Charlie Russell, the current president. B) The
Quarterly report for the 1st quarter will be presented at the
next meeting. C) The cluster is transferring $891 into the reserve every
month. D) Only 3 residents are late with their dues.
- The board has passed a motion to require all house exteriors to be
painted with the new color palette established in Y2K, by December 31, 2005.
