Minutes of Board Meeting

The meeting was held at the Hanlons’ house at 2015 Lakewinds Drive beginning at 7:30 pm.  Those attending were:

Linda Rule, the Grounds Maintenance Committee chairperson, also attended. She left after the 2006 budget was approved.

Old Business:

Election of Officers for the 2006-2007 Board:
The following people were nominated and approved unanimously:

President: Charlie Russell

Vice President: John Newcomb

Secretary: Bob Hanlon

Treasurer: Pat Karlsson

Committee Chairperson: Linda Rule was accepted as Grounds Chairperson for year 2006. ; Judy Newcomb has resigned as Entertainment Chairperson.

Budget for FY 2006: The Budget was reviewed and approved.

Treasurer:

Past Treasurer Mary Rainey could not attend the meeting, but called to say that she would pass along the Cluster history and names of contact people to Pat Karlsson.

Bookkeeper Services: The Board is disappointed with the services of the present Bookkeeper.  His reports have been delayed and have not contained essential budget details, such as:

 Analysis of expected obligations against the Cluster Reserve Fund.

No machine-readable reports, making them incompatible with the Cluster digital library and preventing them from being posted on the Cluster Web site.  .

No Cash Flow analysis

No details of management of the Cluster CD Maturity dates

Pat Karlsson will look for a new Bookkeeper candidate able to provide these services and report results at the next Board meeting

Property Foreclosure: The Board authorized Charlie to research the steps needed to foreclose the property at 2034 Lakewinds Drive, presumed to be abandoned. Charlie will consult with Laurie Dolson, who has furnished a good list of procedures to be followed in this case, and will report results to the next Board meeting.  Charlie has seen some activity around the house recently, possibly indicating the owner’s renewed interest in the property.  This interest might forestall a declaration of abandonment.

Signature authority changes: Pat Karlsson will work with Mary Rainey to take care of authorized signature changes for Cluster documents.

New Business:

Summer Activities:

Notice of July 4th Fireworks warning from Cluster: In view of the recent catastrophic fires in nearby clusters, caused by small items like a cigarette butt in a flower pot and a coal dropping from a charcoal stove, the Board wants a notice to all Cluster residents that fireworks must not include large area missiles like skyrockets or Roman candles.  Fairfax County has regulations for fireworks on residential property that everyone should follow.  Norm Krasnegor will contact the County Fire Marshall and set up procedures for ensuring safe July 4th celebrations.

Garbage collection: Linda Rule reported that garbage collection has become more expensive, but only one service provider is willing to handle residential containers and we have no other choice at present.  She remains in contact with the Cluster Coordinator at Reston Association, looking for viable alternatives.

Abandoned vehicles:  Sue Osborne at RA has given us procedures for removing abandoned vehicles from Cluster grounds. Charlie and Bob will continue to investigate the status of the presumed abandoned car near his house, and have it removed if it is in fact abandoned.  They will report progress at the next Board meeting.

Cluster Web site notices include Board Member e-mail contact addresses and ARCH activity announcements.  Bob will ensure that all Cluster residents are aware of these items.

Boat Mooring Bills Distribution:  Bills for non-waterfront property owners wanting to moor boats along the Cluster shoreline during the 2006-2007 season are ready.  Thanks to Harriet Hanlon for researching whose boats are moored in the cluster and updating the Cluster Boat Mooring policy to cover this item.  Bob will distribute the bills within the next week.

Mailbox Replacement: John Newcomb will monitor the state of repair of all Cluster mailbox pedestals and replace failing boxes.  The new boxes for 2013 – 2023 Lakewinds Drive are working well and John remains in contact with the installer. There may be other work for this installer to do around the Cluster, such as replacing the electric power housings for the street light switches.

There being no other business, the meeting adjourned at 9:00 PM.
