Here are the Minutes of the Board Meeting Minutes of Board Meeting December 18, 2007 The meeting was held at Robert Hanlon house at 2015 Lakewinds Drive, beginning at 7:40 PM. Those attending were:
Preliminary Business: Old Business: 1. Treasurer’s
Report 1.1.
Financial
History –
Treasurer distributed a Balance Sheet for November, 2007. No unexpected expenses have occurred and the Cluster is
solvent. November balance sheet is
attached. 1.2.
Treasurer asked Board approval to seek a
Certificate of Deposit with a better interest rate for the Cluster’s reserve
funds. He will report findings at the next meeting. The Board approved. 2. Facilities
and Grounds 2.1. Budget
– No changes from last month. 2.2.
Facilities Maintenance: 2.2.1
All signs along the cluster roadways are scheduled for replacement at
approximate cost of $3,300. 2.2.2.
Failed street lights on Lakewinds Drive: Grounds Chair solicited bids from
contractors. PSE, a contractor with good references, appears to be right for the
job. Grounds chair is pursuing a final bid with some small modifications noted. 2.2.3 Tree
removal for the year is on schedule. Optional work is awaiting the results of
other grounds work. A dead tree in
the center island on Lakewinds Drive will be removed in January, estimated cost
$2380. 2.3 Cluster
Reserve Funds Analysis: Draft
report from Mason & Mason has arrived and was discussed during the Open
Forum. 2.4 Reston
Design Review Board attitude toward Cluster Exterior Standards:
These standards have been in place for 20 years and the DRB might feel
that it is time to update them. President will research this item and report at
the next meeting. 3. Legal
Matters 3.1 Foreclosure
of Abandoned Property – The process has been placed on hold until the
deceased owner’s daughter clarifies her status as the inheritor.
She appears willing to cooperate with the Cluster in doing necessary
repairs. The Board will monitor her
progress. Board Members – Open Forum 1. Houses
Not Conforming to Cluster Paint Code: Reston Covenants Committee at its
December 12 meeting agreed with complaints against 11204 Lagoon Lane, 2032
Lakewinds Drive and 2030 Lakewinds Drive. The Committee set repair deadlines of
January 13 for 2030 Lakewinds and February 15 for the other two.
Owner’s actions have satisfied the complaint at 11204 Lagoon Lane; the
other two properties are still under inspection.
The CC has been prompt in informing the Board of changes in the
situation. 2.
Boats on Ridge Heights Road: The
Board notices people storing boats and
trailers on blocks on Ridge Heights Road. These are an eyesore and a
possible traffic hazard. Since they
are outside Cluster property, we cannot invoke RA rules to move them, Grounds
Chair is researching ways and means to invoke County processes to have them
removed. 3. Next
Board Meeting – The next Lakewinds-II Cluster Board meeting will take
