Here are the Minutes of the Board Meeting Minutes of Board Meeting July 11, 2007 The
meeting was held at Robert Hanlon’s house at 2015 Lakewinds Drive, beginning
at 7:30 PM. Those attending were:
Preliminary Business: Minutes of
the June 5 meeting were approved and authorized for publication on the Web site. The Board
asked Mr. Hanlon to work with Pete Blondin to get meeting minutes up to date on
the Web site. Agenda
Approval – Members present made no additions Old Business: 1.
Treasurer’s Report 1.1.
Financial History – Mr. Serenyi
distributed an Income and Expense sheet for the 2006/2007 Fiscal Year, showing
the results of his research. Mr.
Serenyi distributed a Balance Sheet, showing the status of Cluster finances as
of June 30. The Cluster is solvent
and able to meet anticipated expenses for the next quarter. These are shown at Attachment 1. 1.2.
Annual Dues Bills –Quarterly bills have been sent.
Some residents objected to the name change from “Lakewinds II
Cluster” to “Second Lakewinds Cluster,” the legal name for the
corporation. The Board agreed to
continue the name “Lakewinds II Cluster” on all documents as the business
name of the Cluster. 2.
Facilities and Grounds 2.1.
Budget -- Ms. Rule and Mr. Serenyi
will cooperate to clarify which budget category applies to each groundskeeping
expense. 2.2.
Facilities Maintenance: 2.2.1. The Road Resealing project is on schedule
for this summer. 2.2.2. Mr. Hanlon showed
the results of a windfall free fill dirt acquisition to repair the erosion
behind the lagoon bulkhead on Cluster property. Grass is needed to hold the new
fill in place. 2.2.3. In response to
the Sykes’ email regarding their pine tree issues, the Board decided Mr.
Newcomb would send an email to the Sykes requesting a copy of a plat of their
property indicating where the pine trees are located in order to determine
whether the pine trees are on Cluster property or private property. 2.3
Boat for Sale parked on Ridge Heights
Road: Mr. Newcomb will
contact the Fairfax County Police hoping to have it removed, or at least
ticketed, as it is believed to be illegal to park vehicles “For Sale” on
public roads. 2.4
Cluster Reserve Funds Analysis:
Ms. Tipton moved to seek a proposal from Mason and Mason Capital Reserve
Analysts to analyze the Cluster reserve funds relative to the condition of the
common assets. The Board approved. Ms.
Tipton will report progress at the next meeting. 3.
Legal Matters 3.1
Foreclosure of Abandoned Property –
Mr. Hanlon will try to find a valid mailing address for the owner of the
property in question. All
correspondence sent to his Lakewinds Drive address has been returned as
undeliverable. Mr. Newcomb will
contact Laurie Dolson’s office to discuss status and change of address
notification. Board
Members – Open Forum 1.Trespass
on Residents’ Property – The Board is aware that not everybody respects
the privacy of their neighbors in the Cluster. The most rapid solution to this
trespass problem, including noise from late parties and groups of people walking
across private property, is to call the police.
The Board has no special standing in these matters. 2.
Next Board Meeting – The next
