Preliminary Business:

The Board approved the minutes of the September 11 meeting and authorized publication on the Web site.

Agenda Approval – Members present made no additions.

Old Business:

1.  Treasurer’s Report

1.1. Financial History – Treasurer distributed a Balance Sheet for October, 2007 and an Income Statement for FY 2007-2008.  No unexpected expenses have occurred and the Cluster is solvent.  October balance sheet is attached.

1.2. Second Quarter Dues Bills –Second Quarter bills have been sent.  Response is favorable, except for the usual delinquent which is being handled separately. 

2.  Facilities and Grounds

2.1. Budget – No changes from last month. 

2.2. Facilities Maintenance:  

2.2.1. Road Resealing is completed, without problems.

2.2.2. Failed street lights on Lakewinds Drive: Linda is soliciting bids from contractors willing to do the job.  It is complicated by the location of the damaged power wires, which are close to residents’ private property.

2.2.3. Mailbox waterproofing is finished. New boxes will be installed as needed.

2.2.4 Tree removal for the year is on schedule. Optional work is awaiting the results of other grounds work.

2.2.5 Norm Krasnegor submitted a proposal to replace the tree removed from his yard with a Ginkgo tree at his expense on cluster land adjacent to his land.  Board approved.

2.3 Cluster Reserve Funds Analysis:  Draft report from Mason & Mason has arrived and was discussed during the Open Forum.  The Board decided to make the December meeting a committee session for detailed review.  The Vice President will forward all comments generated tonight to Mason & Mason and bring their replies to the December meeting.

3.  Legal Matters

3.1 Foreclosure of Abandoned Property – Treasurer has sent required information to cluster attorney Laurie Dolson, who is preparing necessary legal papers  Owner has still not responded to repeated requests for remedy. Treasurer will report progress at the next Board meeting.

Board Members – Open Forum

1. Houses Not Conforming to Cluster Paint Code: Reston Architectural Review Board has scheduled a hearing on the Cluster’s formal complaint for December 12 at 7:00 PM in the main conference room at 1930 Isaac Newton Square.  Other conditions of property maintenance are included in the complaint, such as trash in the front yards.

2. Review of Reserve Fund Draft Analysis Report:  The Vice President collected comments from the Board for transmission to Mason & Mason.  The Board decided to make the December meeting a study committee for reviewing the draft report in detail.  Ms. Tipton will see if a Mason & Mason representative can attend to answer questions.

4. Next Board Meeting – The next Lakewinds-II Cluster Board meeting will take place

    during December, beginning at 7:30 PM, at a date and place to be determined.
