Preface: An Overview of Resources Available to Assist You
The Lakewinds II
Exterior Guide, as adopted
by the Board of Directors, November 1979 and as amended, most recently, April
2005 is applicable to exterior alterations to all structures and grounds within the
Lakewinds II Cluster. The adoption of these guidelines is in conformance with
the procedures of the Reston Association [RA] and the Covenants Administration.
The Covenants Administration [CA] regulations permit each cluster to develop
guidelines and standards with respect to exterior alterations proposed by
homeowners or renters. The CA considers these guidelines in their deliberations
on any application for approval of an exterior alteration submitted to them by
any person within the Cluster.
The Reston Association Design Guidelines and Design Review Process Manual,
available from the Reston Association provides the general guidelines for anyone
living in Reston. Please note that the Lakewinds II Exterior Guidelines are
supplementary to those contained in the Reston Association documents, and
ARE NOT IN LIEU OF THEM. Lakewinds II owners and residents are urged to consult
these publications prior to finalizing plans for ANY exterior additions,
deletions, or alterations of any kind.
Note: All exterior changes require Lakewinds II Board sign-off. Refer to
PROCEDURES
Owners and renters making exterior changes not meeting the approved standard,
or not receiving prior approval, may incur the additional costs of bringing
their properties into compliance should the changes be disallowed or amended.

How Reston's Protective Covenants and Restrictions Affect Us
The Protective Covenants of Reston
reflect the
determination of the founders of Reston to protect and preserve the
architectural harmony and natural beauty of the new town. They were created to
assure that there would be legally binding covenants and restrictions
concerning the construction and alteration of buildings, the lots on which they
stand, and the activities of the residents. The Covenants apply to
all residential property and residents agree to be bound by the Protective
Covenants and Restrictions upon receiving title to their homes in Reston (or, in
the case of renters, upon signing a rental agreement).
While, the Reston Association [RA] has the primary responsibility of
enforcing the Covenants, Cluster Associations are required to enforce the
Covenants as well as cluster-specific rules and regulations that they develop
and put on record with the Covenants Administration. Copies of the full
Covenants and Restrictions are available at the RA Office, 1930 Isaac Newton
Square.
The Covenants Administration, created under the original Covenants of the new
town of Reston, rules on all exterior alterations which owners may wish to make
on their properties, even when the alterations meet the approved Cluster
standard. There is a simple form that must be filled out and submitted.
The Covenants Administration considers the quality of workmanship and
materials, the harmony of the proposed design with surrounding structures, the
location with respect to finished grade elevation, the outlook from surrounding
property, and all factors which, in the opinion of the CA, affect the
desirability or suitability of the proposed alteration. The Reston Covenants
provide for the enforcement of these provisions by the RA at the Expense of the
violator.
The Scope of RA's Restrictive Covenants
The following is a brief review of the binding covenants and restrictions to
which a resident must adhere:
A. Unless prior approval has been obtained from the CA, residents may not
make any alterations to the exterior of their homes or the lots on which they
stand. Examples of the kinds of things residents may not do without prior
approval include:
- Erect tool sheds or any other kind of outbuilding, including pet houses
and play
equipment
- Install awnings.
- Install storm windows and doors.
- Build overhangs or trellises.
- Change the color scheme of the house.
- Alter the grading of the lot.
- Erect fences or privacy screens of any kind.
- Put up an antenna in a location where it can be seen from any other
property.
- Remove any tree having a diameter or four inches when measured two feet
above the ground.
- Store any vehicle within twenty feet of the water boundary of the lake, or
dig or excavate any boat canal to or from the lake.
- Erect adjacent to or on the lake, any bulkheads, barges, docks, pilings,
floats or other marine structures.
IF RESIDENTS WISH TO MAKE AN ALTERATION, FORMS FOR THAT
PURPOSE ARE
AVAILABLE FROM THE COVENANTS ADMINISTRATION OF RA.
B. Residents have agreed not to undertake any of the following activities
under any circumstances:
- Use homes for anything but residential purposes (See RA Residential Use
Guidelines).
- Air or dry clothing or laundry in any area exposed to view from any other
lot in the residential area.
- Erect or maintain any fence or privacy screen, wall, hedge, or shrub in such
a way as to obstruct sight lines for vehicular traffic.
- Display any sign larger than one square foot (except temporary signs not
more than five square feet advertising the property for sale or rent). Signs
indicating property has been sold or rented are not permitted.
- Raise, breed, or keep any animals. livestock, or poultry of any kind (with
the exception of dogs, cats, or other household pets). Animals may not be
raised for, or kept for, commercial purposes.
- Carry on a noxious or offensive activity upon any portion of their property.
- Maintain anything that may be or become a nuisance to the neighborhood.
- Direct any exterior lighting outside the boundaries of the lot.
- Expose to view when within twenty feet of the property line, any material or
refuse. (Note: Trash at curbside on the morning of a scheduled pick-up day, is
excluded. Trash left out for days before or after a trash pick-up is
unacceptable.) Firewood is an exception if stacked in a neat and orderly
fashion.
- Launch into, or use in the lake, any powerboat (whether powered by inboard
or outboard motor), except a boat powered by an electric motor. No boat with a
length greater than eighteen feet may be used in the lake, and no boat shall
be moored so as to obstruct navigation.
- Dispose of refuse of any kind into the lake or storm sewers.
Lakewinds II Goals, Procedures
Goals
The Lakewinds II Exterior Guidelines contained herein are in
compliance with the requirements set forth in Reston Association documents (as
outlined above) and offer design and construction details and specifications
which have been developed to meet the following objectives:
 | To identify and suggest the most desirable and functional additions to
Lakewinds II homes. |
 | To complement and expand on the original architectural statements present
in the Cluster. |
 | To provide guidance to all homeowners regarding alterations. |
 | To suggest quality materials and sources for all alterations. |
 | To protect and enhance the investment of every Lakewinds II homeowner by
preserving the architectural harmony of the Cluster. |
Reminder: These Guidelines complement the RA Restrictions and
Covenants and are not a substitute for the process of obtaining approval through
the Covenants Administration.
Procedures
Lakewinds II Cluster Association Board Actions.
The Lakewinds II Cluster Association Board reviews all homeowner written
requests and provides sign-off. That request is forwarded by the owner to the CA
for consideration. The Cluster Board may concur, disapprove, or concur with
modifications. Such indications are taken into consideration when being reviewed
by the CA. The Association will monitor exterior alterations (including
staining) in the Cluster to assure that standards and procedures are being
followed. Staining and repairs that adhere to the current, approved Cluster
Guidelines do not require prior approval. However, homeowners must have prior
approval for any alterations.
Homeowners who do not adhere to the clearance requirements prior to making
alterations are required to submit a retroactive application to the CA.
The purpose of such action is to ensure that the Covenants are enforced and
applied fairly and equally among all residents, and standards are maintained for
the sake of continuity, aesthetics, and investment preservation. For
properties that are not in compliance, the Reston Association sends notices of
violations to real estate firms when houses are up for sale. Unresolved
violations are potentially damaging to ability to sell properties at full market
value.
Lakewinds II Exterior Design/Alteration Guideline Requirements
I. House Colors, Stains, Paints, Materials.
a. Front Doors: Only solid, earth tone colors may be used. Adjacent
homes should try to avoid having the same color doors. Doors should be without
panels or any extraneous ornamentation.
b. Deck Stain: Horizontal Surface Formulation for ALL DECK FLOORING:
Color: Butternut Custom Formula Solid
Deck Stain Formula
Formulation: B-Y40, C-6Y,
F-44, W-3Y16
Note: This New Deck Formulation is more durable on walking surfaces than the
siding stain. Our formula is also customized to better match the Butternut
formula used on our vertical surfaces. Duron has our formulation on
file. Ask them to check the card file for Lakewinds II (not Lakewinds
I). If you do not wish to put a tinted stain on your walkways, you may use
a clear sealer on unstained wood that has been powerwashed.
Caution: The clear stain does not hold up as well as the new
solid-color deck formula.
c. Stain for all Railings, Trim, Fences and Other Vertical Wood
Surfaces:
Color: Duron Solid Acrylic Stain in
Butternut Formula
Formulation: Neutral Base
B-Y40, C-6Y, F-44, W-Y24
Wood: Note that Vertical Flat
Wood Panels on Front and Rear of Homes (i.e. above sliding doors and
below windows) and on Wood Panel at the Side of Loft, Require the Use of
Rough Faced Cedar Plywood.
d. Stain for all Horizontal Lap Siding on Chimney Chases and areas of
house where wood is in Horizontal Laping Sheets:
Color: Duron
Solid Acrylic Stain in Beachwood Formula
Formulation: Midtone Base B-3Y16, C-3Y24, F-10
Wood: ROUGH-FINISHED BEVELED CEDAR,
No Substitutes. Use of other woods in this application
changes color of the
stain. (The original cluster standard was Cypress, but due to cost
and availability rough
cedar is acceptable.)
e. Stain for all Vertical Corner Wood Strips on Chimney Chases:
Color: Butternut Formula
Note: Chimneys have
contrasting vertical wood edging since the chimney lap siding is
Beachwood. (See
item above and consult drawing at the
end of this guide.)
f. Underside of Eaves Under Roof and Entry Ceiling:
Color: Duron Solid Acrylic Stain in
Beige-Gray
Formulation: Midtone Base
B-32, C-2Y, I-28
g. Gutters, Downspouts, Chimney Caps and Loft Deck Railing Caps: Use
Rustoleum dark brown
New Hardware: Use dark
brown, pre-finished baked on enamel over aluminum only.
h. Windows/Sliding Glass Doors: To match original windows/doors.
i. Roofs: Cedar shake shingles left to weather naturally.
j. Brick: Clavert #250 Terra Blend.
k. A word About Wood Replacement: Please remember that there are
two basic types of wood on the house. When these materials are not used,
or not used appropriately, the stain achieves a very different color
result. Note that:
Rough-faced
CEDAR PLYWOOD is to be used on the flat panels of vertical wood siding on
the fronts and backs of the houses. (i.e., wood siding above sliding
doors and below windows).
Rough finished beveled CEDAR is to be used on all lap siding-The
board on board siding found on chimney chases, loft deck siding adjacent to
sliding doors, and upper level siding in select places on some house models).

II. Fences, Privacy Screens and Walls:
A. General Information:
a. The Cluster Board and CA recommend that residents discuss their plans with
their neighbors. With respect to fences sharing a common property line, RA
requires the submission of a joint application (or the signature of the other
house sharing the common side.)
b. CA will carefully evaluate the impact of a fence on neighbor's views.
c. Fences and privacy screens are required to be stained Duron acrylic solid stain in Butternut.
d. Construction: Fences must be installed with the sections flat, level and
stepped to accommodate changes in grade. The top and bottom of any fence must be
maintained horizontal. If the ground slopes, the fence must be stepped. The
steps must not exceed 12 inches at either top or bottom. All vertical members
must be straight and plumb, and the fence be constructed with the finished side
out. Pre-constructed fences may not match the cluster standard and may
required substantial modification to conform. (Please see diagram at end of
document.)
e. If a gate is used, it must match the fence in material, color, design, and
height and latch securely, opening into the property. The top must be
straight and flush with the fence.
B. Front Yard Fences:
a. A "board on board" fence design is recommended, equal to the
existing fences at 2025, 2027 and 2009 Lakewinds Drive.
b. A second fence style, using 2x2 inch pickets is also acceptable. An
example of this style is at 2013 Lakewinds Drive.
c. The fence should be located no closer than one foot from any sidewalk to
leave room for landscaping on the side of the fence visible to the Cluster.
C. Back Yard Fences:
a. Discouraged anywhere in Cluster; prohibited lakefront. The CA and the
Cluster do not permit fences at the rear of waterfront property.

III. Storage Sheds:
All storage sheds must be hidden from general view. The shed should be
incorporated into the overall design and construction of a fence, privacy screen
or wall, similar to 2025, 2027, and 2029 Lakewinds Drive. Roofs of sheds should
match carport and house roofs.
IV. Decks:
Deck construction must match the existing details and specifications of the
Cluster. Horizontal deck surfaces may be left natural color and sealed with a
clear wood-preservative. Preconstructed railings, and stairs, may not match
the cluster standard and may required substantial modification to conform.
Spiral staircases at the rear decks are acceptable, but the wrought iron must be
painted dark brown to conform with the color of the anodized aluminum on the
house.
V. House Numbers:
Wooden house numbers are recommended. The numbers should be 5-6 inches in
height, and should be stained Butternut when adhered to the brick surface
of the house. The recommended location is 6-7 feet above ground floor level at
the wall adjacent to the entry foyer. For end "D" units (entry from
side of house) the location is 6-7 feet above main floor level on the exterior
elevation facing the street. Horizontal placement of numbers is recommended.
Smaller, unadorned numbers may be placed along the top of the front of the
fence, adjacent to the gate if house numbers on the brick are not easily visible
due to shrubbery and surrounding terrain.
VI. Storm Windows and Doors:
With double-paned glass, storm windows should be unnecessary. Storm doors
must have simple, clean lines and be as unobtrusive as possible. The all glass
door with dark brown framing similar to those installed at 2005, 2009, and 2019
Lakewinds Drive is recommended. If you are installing new windows/sliding doors
[not just replacing the glass panes] that are not an exact match to existing
materials, you must submit your plans to the RA for approval,.
VII. Home Decorations:
Exterior home decorations such as insignia and statuary are discouraged.
Holiday decorations must be removed when the holiday period is over.
VIII. Lighting:
For original exterior fixtures, approved light bulb for entry fixtures is a
25-watt CLEAR bulb available from any lighting store. The 25-watt MILKY WHITE
bulbs that are used in builder-installed bathroom light fixtures ARE NOT for
outside use. Lamppost lighting other than that owned and operated by RA,
Dominion Power,
or the Cluster is discouraged.
As our exterior lights have begun to fail, there has been interest in
establishing a standard for their replacement. After discussion at the May 2001
annual meeting, the Board established the following standard:
1) MISSION STYLE
Mission style is a modern, simple style that goes well with our overall
architectural design. The fixtures selected should have an antique bronze [dark
brown] finish.
Approaching the lighting standard this way permits, you, the owner to decide
the price you want to pay for your own lighting fixtures. You are not required
to purchase your fixtures at a particular store or from a particular catalog.
However, the following catalog items will highlight the types of fixtures
approved for installation without individual homeowner requests for approval.

mission style for front entry and wall mission style for replacement of wall
lights, front and rear.
As you select fixtures to replace existing fixtures, please select only one
style category for your house and try to choose fixtures that do not exceed the
size of the originals. Photos of the recommended types of fixtures are available
from the Cluster.

XII. Boat Mooring:
Both the Reston Association and Lakewinds II Cluster have established
policies to which all property owners and renters must adhere. Copies are
available upon request. Some highlights of the Lakewinds II Cluster Boat
Mooring Policy are:
a. Lakefront owners may moor their boats at the rear of their property. If
the boat is not dry docked in the winter, the RA requires completion of a
licensing agreement and a fee based upon the square foot size of the boat. By
definition in individual deeds, "lakefront" properties are identified
in the Lakewinds II Boat Mooring Policy.
b. Non-lakefront owners who wish to rent a mooring space (for which there is
a fee), or use canoe storage racks (free of charge), may complete a use
registration form, submit any required fee, and based upon availability and
eligibility, be assigned space. By definition in individual deeds,
"non-lakefront" properties are identified in the Lakewinds II Boat
Mooring Policy.
c. Eligibility requirements for renting mooring or canoe rack space is
outlined in the Cluster Boat Mooring Policy. In brief, only those property
owners who remain current in their Cluster dues throughout the mooring year will
be eligible to rent permanent mooring space. Any delinquency will result in
immediate forfeiture of a rented space.
d. Boats may be permanently, seasonally, or temporarily moored based on the
nature of the craft. Boats include: rowboats, sailboats, pontoon boats, deck
boats (also referred to as dock boat, houseboat, or party boat), canoes and
paddle boats. All boats, are considered seasonal craft and are expected to be
removed from the water at the end of each season with the exception of pontoon
boats, deck boats and other larger craft.. Rubber or wooden rafts are considered
to be removable "daily boats.
e. Property owners, guests, and tenants may not permanently, seasonally, or
temporarily moor boats along private lakefront property owned by an individual
Cluster member without the express permission of the affected owner Each
lakefront property owner may moor no more than two boats on the lakefront
adjoining their property. The boats must be moored so that access to the lake
from adjoining properties is not restricted.
f. The Cluster docks and common areas are for the use of all Cluster
residents. However, only boats that can be hand-carried may be launched from
common property. All others must be launched from a RA public launching area.
g. All boats must be maintained in good condition. Any boat that becomes a
public nuisance is subject to removal. Damage, lost, or theft of a boat is
solely the responsibility of the owner.
h. Owners of illegally moored boats are subject to a $100 fine payable to
Lakewinds II Cluster. All costs, including legal fees incurred to remove boats
will be the responsibility of violators.
