Cluster Board Functions ...

What the board must do:

Maintain fiscal accountability as a non-profit organization including a reserves study

        Provide community services

What the board does:

Collects dues and disburses money to pay for community services and pay applicable taxes.

Plans budget and makes collective decisions on reasonable and prudent expenditures.  Major capital expenditures are submitted to the cluster residents for concurrence.

Initiates informal actions with property owners regarding yard/exterior maintenance.

Reviews applications for exterior work that may impact the community

Maintains:

        Common property, including:

Plantings and grounds maintenance

Drainage issues on common property

Bulkheading of common property

Paving of parking areas

Carports

 
What the board does NOT do:

            Referee between neighbors

Design/construction/yard maintenance disputes go to the Reston Association

Noise or other infringements go to Fairfax County Police

            Approve applications for exterior work by homeowners
